Abstract: The construction and development of the industry of marine environment monitoring system are important safeguards for national security, resource development, disaster prevention and mitigation in the context. In recent years, China's marine environment monitoring industry development has made breakthroughs one after another, part of which has reached the international advanced level, though there are still many problems. Based on a comprehensive literature analysis and industry research, this paper points out that the current development of China's marine environmental monitoring industry exists problems in the high-end equipment and core devices of high international dependence and in the industrial collaboration network. The reliability and stability of the main equipment has not been widely recognized by the market and other issues resulting in un-competitiveness of China's marine monitoring industry in the international market and industry chain field. Based on the current industrial development home and abroad this paper analyzes a total of 15 key factors that constrain the development of the domestic marine monitoring industry from four aspects, i.e. policy, technology, market and price, standardization. Suggestions and solutions for the industrial development are proposed aiming at the top 5 factors of highly constraint, in order to strengthen the technological deficiencies of the industry and effectively improve the development level of the marine environmental monitoring industry.
