新型海洋生态环境评价体系(“蓝海”指数)的构建—以浙江省为例

Construction of a new marine ecological environment evaluation system (“blue ocean” index): a case study of Zhejiang Province

  • 摘要: 现行的海洋环境质量评价主要以海水水质标准为基础,采用单因子评价方法,评价结果较难全面反映海洋生态环境现状和治理修复的工作成效。为了科学评估海洋生态环境现状及改善情况,推动近岸海域生态环境质量评价方法和管理考核体系创新,本研究以浙江沿海为研究区域,从环境质量现状、治理成效和群众幸福感等角度,选取水环境质量、岸滩环境质量、栖息地环境质量、生物多样性等共36个指标,采用层次分析法构建了新型海洋生态环境评价体系,即“蓝海”指数。对浙江沿海5个地市2010—2021年的海洋生态环境状况进行了评价,结果表明:嘉兴得分(63.3分)为5个地市中最低,且与台州(82.9分)、宁波(82.0分)、温州(81.7分)和舟山(79.6分)有较大差距;各地市历年来治理成效得分较高;十余年来群众满意度有明显提升。评价结果还提示浙江沿海在生物多样性、栖息地环境质量等方面还有较大的提升空间。

     

    Abstract: Current practice in assessing marine environmental quality relies primarily on seawater quality standards and uses a single-factor assessment method. However, this approach often struggles to comprehensively reflect the current status of marine ecological environments and the effectiveness of management and restoration efforts. To scientifically assess the current status and improvement of marine ecological environments and promote innovation in assessment methods and management systems, we take the object as a case study on the coastal areas of Zhejiang Province. From the perspectives of environmental quality, governance effectiveness, and public welfare, 37 indicators were selected, including water quality, shoreline quality, habitat quality and biodiversity and so on. A novel marine ecological environment evaluation system, called “blue ocean” index, was developed using the Analytic Hierarchy Process. The evaluation of the marine ecological environment in five cities along Zhejiang coast showed that Jiaxing had the lowest score (63.3) among the five cities, significantly different from Taizhou (82.9), Ningbo (82.0), Wenzhou (81.7), and Zhoushan (79.6) from 2010 to 2021. The city governance effectiveness scores evaluated were relatively high in the past years, and the public satisfaction scores had significantly increased over the past decade. The evaluation results also indicate that there was still room for improvement in the biodiversity and habitat quality of the Zhejiang coastal region.
