Abstract:
With the introduction of the strategy of “maritime power development” and the decision to “promote the modernization of the state governance system and capacity”, it is increasingly important to carry out a scientific assessment of marine governance in China's coastal cities. From integration perspective, this study constructed a local marine governance assessment framework based on policy quantitative analysis and content analysis, collected policies related to marine governance in Xiamen from 1980 to 2023 for case study. Results show that: (1) Xiamen marine governance can be divided into 4 stages: the integrated marine governance embryonic stage (1980-1993), the “integrated coastal management” introduction and practice stage (1994-2004), the integrated marine governance consolidation and upgrading stage (2005-2014) and the comprehensive promotion stage of marine ecological civilization (2015-2023). (2) Xiamen marine governance policies show obvious stage characteristics, the policy intensity and integration are gradually enhanced. (3) The five dimensions have distinct themes. That “land and sea integration”, “intergovernmental integration”, and “intersectoral integration” all show obvious periodic evolution, consistent with the evolution characteristics of Xiamen marine governance. (4) The five dimensions have stage coordination characteristics. The coordination characteristics of the five dimensions, in term of “land and sea integration”, “intergovernmental integration”, “intersectoral integration”, “science and management integration” and “multiple stakeholder participation”, show a trend of increasing and the leveling off . On this basis, this study puts forward the path of marine governance improvement in Xiamen and provides a reference for local marine governance assessment.
